Kathy Schwarting, MHA
Executive Director
Kathy serves as the Executive Director of Palmetto Care Connections (PCC), an effort in partnership with multiple agencies around SC to develop a statewide Telehealth Network. PCC works with existing telemedicine/telehealth providers to promote/expand their services as well as with new up and coming applications. Kathy has more than 19 years of experience in rural health care working with various types of providers to improve the overall health care delivery systems as well as to recruit and retain providers in those communities. She spent more than twelve years working to foster relationships, develop partnerships, and promote shared services between health care providers in Allendale, Barnwell, and Hampton counties by developing and coordinating the first not-for-profit rural health network in the state. Kathy has also served in various capacities of leadership and management in the rural hospital setting.

Kathy received her undergraduate degree in Business Administration from the University of South Carolina (USC) and holds a Masters in Health Administration from the Medical University of South Carolina (MUSC).

Matt Hiatt
IT Director
Matt joined Palmetto Care Connections as the IT Director April 2015. Matt has been in the Information Technology field for approximately twenty years with twelve of those in Healthcare. He has served in numerous leadership capacities, from Network Administrator to IT Director while working on and completing several IT Projects ranging in size and been a part of several EMR implementations. Matt started his career in Higher Education, but eventually found what would be his passion providing effective Information Technology to the healthcare sector, in-particular rural healthcare. It is Matt’s goal to listen first then proceed with a plan to help provide technology solutions that work for the end user and not the end user working for the technology.

Davia W. Smith, MHA
Executive Assistant
Davia joined Palmetto Care Connections as the Executive Assistant in February 2014. In addition to regular operational office assignments, she serves as a member on PCC’s Education Committee and Summit Planning Committee. Davia has experience in business marketing, event planning, business communications, and office management. She has an educational background in Business earning a degree in Business Administration from the University of South Carolina Aiken (USCA) and a Master of Health Administration from the University of South Carolina (USC). Davia is very passionate about health care and the well-being of others. One of her favorite quotes is “Of all the forms of inequality, injustice in health care is the most shocking and inhumane.” — Martin Luther King Jr.

Jim Allen, MSW, MPH, LMSW
Program Coordinator
Jim Allen, MSW, MPH, LMSW, a native of Florence, SC, received a Bachelor of Science degree from Wofford College, Masters of Public Health and Social Work degrees from the University of South Carolina. He is a Licensed Master Social Worker. His extensive work experience includes working as a Counselor with the SC Department of Vocational Rehabilitation; Director of Counseling and Discharge Planning at McLeod Regional Medical Center in Florence; and Health Educator, Program Manager and Community Developer roles with the SC Department of Health & Environmental Control (DHEC). He retired from the State of South Carolina after 33 years of services in 2009. For the past four years, he has been employed as a contractual employee with the SC Office of Rural Health to provide technical and grant writing assistance to the five rural health networks affiliated with the SC Office of Rural Health.

Trayce Shanks, RN
Telehealth Liaison
Trayce joined Palmetto Care Connections as the Telehealth Liaison in January 2015. She has many years of leadership experience in various settings. Trayce started her career here in South Carolina as an administrative assistant at Department of Social Services. In 2004, she pursued her interest in nursing. After graduating from Orangeburg-Calhoun Technical College, she received her associate degree in nursing. Her previous work experiences include registered nurse for dialysis access at Bamberg County Hospital, nurse assessment coordinator at Uni-Health Post Acute Care and office manager/clinical coordinator at Bamberg Family Practice. Trayce’s interest are in improving access to healthcare.
